Why does it say "Downloading Game Settings ..." on my Xbox 360 (CALL OF DUTY 4)?

Every time I try to play on Xbox Live Call of Duty 4 on my Xbox 360 on about "downloading Game Settings ..." and he goes to infinity and it does not stop "Downloading game settings".
